Professor Jonathan Crane engineered an experiment at a Gotham college under an assumed name. Anarky broke out of a juvenile detention center and decided that Batman had created all his enemies, therefore should be taken down. Jean Paul Valley went out as Batman. Scarecrow’s experiment left his subjects under his complete control.
